Scotts Hill, Tennessee Woman Indicted by Federal Grand Jury Jackson, TN – Virginia Louise Volner, a/k/a Virginia Louise Foster, 68 of Scotts Hill, Tennessee and Patsy Wilkerson, 62 of Marion, Arkansas were charged in a 27 count indictment by a federal grand jury for conspiracy and wire fraud yesterday announced David Kustoff, United States Attorney for the Western District of Tennessee. According to the indictment, between approximately January 1, 2000 through approximately August 31, 2007, Volner and Wilkerson devised a scheme and artifice to defraud by inducing victims into making loans by way of wire communications by falsely and fraudulently promising excessively high repayments on the victim’s loans. The indictment alleges that the defendants conspired to defraud investors of more than five million dollars. The government is also seeking forfeiture of property up to the value of 5.5 million dollars from Volner. This case is being investigated by the Federal Bureau of Investigation, the U. S. Postal Inspection Service, U. S. Secret Service, and the Tennessee Bureau of Investigation. Victor L. Ivy is the Assistant U.S. Attorney prosecuting the case.
